Our goal is to provide Environmental Consulting and Project Management Services to the highest ethical standards as Registered "Environmental" Geologist with the Oregon State Board of Geologist Examiners under the following link; ORS 672.545(1)
Enviro Zoom Ltd. / Techniques d'Avant Garde, division of RPS-BER Ltd., has two principals, Raymond P. Stiles and Bruce E. Reiter.
Mr. Stiles and Mr. Reiter have more than fifty (50) years of combined experience working in the environmental consulting industry. Mr. Stiles works as Project Manager and Mr. Reiter as Project Geologist. Mr. Reiter has worked with Mr. Stiles for more than fifteen (15) years in the capacity of Registered Geologist.
Enviro Zoom Ltd. / Techniques d'Avant Garde (EZ) was created as a collaboration effort to provide environmental consulting services to government agencies as a certified Disadvantaged Business Enterprise (DBE) as allowed by 49 CFR Part 26.
Our DBE status can be verified below with the State of Oregon, Office of Minority, Women, and Emerging Small Business, (OMWESB).

PROFESSIONAL QUALIFICATIONS
EZ has more than 50 years of combined experience working as environmental consultants and project managers in the private sector, and for government agencies under local, state, and federal funded RFP type contracts.
EZ has expert wittiness qualification conducting Phase I, II, & III ESAs, UST cleanup, subsurface investigations, groundwater investigation, including design and installation of vapor extraction systems and groundwater remediation systems, and up-grade of existing USTs systems, and installation of new USTs and multi-compartment USTs for bulk storgage of CERCLA regulated chemicals at manufacturing facilities.
EZ has prepared emergency response contingency plans under ERCP for manufacturing facilities & spill prevention, control and countermeasure SPCC plans for bulk-storage of chemical and petroleum products in aboveground storage tanks.
EZ provides technical oversite at hazardous material emergency response excercises under SARA Title III following the Emergency Planning Community Right-to-Know Act EPCRA.
Mr. Stiles has worked freelance for more than 26 years for the Department of Defense conducting Audits of High-Voltage Electrical Distribution Systems at numerious Army Forts and Air Force Bases , including many privatly owned and public utilities collecting dielectric fluid samples for analysis from large pad-mounted and sub-station high-voltage transformers.
Mr. Stiles has also worked as project manager conducting Phase I, II, & III ESAs, UST closure, soil-matrix cleanup, subsurface investigations, groundwater investigation, including design, installation and monitoring of vapor extraction systems and groundwater remediation systems. Plus up-grade of existing USTs systems and installation of new USTs and multi-compartment USTs for bulk storgage of CERCLA regulated chemicals at manufacturing facilities.
Mr. Stiles through knowledge of environmental regulations and emergency response training compliments his unwavering commitment to providing professional services.
Mr. Reiter has over 16 years experience working as senior registered geologist for a number of highly-regarded environmental consulting firms in Arizona, Idaho, California, and Oregon conducting Phase I, II & III ESAs, including numerous UST closure subsurface investigations, groundwater monitoring, remediation, and risk-based closure projects.
Mr. Reiter has 10 additional years of experience work as an Mining Geologist and Exploration Geologist/Geophysicist for Texaco USA Middle-East/Far-East Division on lease to ARAMCO in the Kingdom of Saudi Arabia.
Mr Stiles and Mr. Reiter are up todate in their hazardous material handling and response 40 hour training under Employee Right-to-Know HazComm Standards OSHA HCS & annual 8 hour refresher training for Hazardous Waste Operations & Emergency Response HAZWOPER.
