Enviro Zoom / Techniques d'Avant Garde division(s) of RPS-BER Ltd.

RPS-BER Ltd. is a privately held multidisciplinary environmental consulting firm with strong project management and diverse technical capabilities. Our goal is to provide Environmental Consulting and Project Management to the highest standards as Registered Geologist with Oregon Board of Geologist Examiners under ORS 672.545(1).

RPS-BER Ltd. was created as a collaboration effort to provide environmental consulting services in the private sector and for government agencies as a certified Disadvantaged Business Enterprise (DBE) under 49 CFR Part 26.

RPS-BER Ltd. consists of two business partners with over five decades of combined experence in the environmental consulting industry. Raymond P. Stiles is the Project Manager and Bruce E. Reiter works as Project Geologist.  Mr. Reiter has worked with Mr. Stiles for the past two dacades in the capacity of Registered Geologist, aiding in the completion of many Phase I and Phase II Environmental Site Assessments (ESAs).  Our experience throughout the past association and individual work histories were successful completed with the assistance of many highly qualified subcontractors. 

Mr. Stiles has worked as an environmental consultant in the Portland area conducting numerious Phase I and II ESAs, including countless UST decommissioning, soil matrix cleanup, groundwater investigations, UST up-grade, and new UST installation projects. Mr. Stiles’ thorough knowledge of local, state and federal regulations and attention to detail compliments his unwavering commitment to professionalism. 

Mr. Reiter has extraordinary qualifications working as a registered geologist in the State of Oregon conducting Phase I and Phase II ESAs, groundwater investigations and groundwater remediation projects.  Mr. Reiter has additional experience working as an environmental consultant and registered geologist in Arizona, Idaho, and California, including expert qualifications working as a exploration geologist, geophysicist and mining geologist in the Kingdom of Saudi Arabia.
